Quest editor - A toolkit that could be used to boot up a level editor for guild wars. The idea is to boost community involvement in the creation of pve-centric content, in regards to adding replay value to existing campaigns, and also in increasing and enhancing the lore that makes up the guild wars universe.

cinematic editor: camera controls, voice over dialogs(the best part hehe, everyone loves to ham it up), captioning content,
monster editor: routes, skills, attributes, equipment, drops, creature types, classes
npc editor: dialogs, names, creature type, clothes,
waypoint editor: directing, conditions of success, rewards
map editor: hooks for monster/npc/waypointing, map selection, environmental effects, timer events, music selection


To keep control of the actual content created, you can privately share and play test content with your guild via guest invites ala the current pvp system. There should be an official submission pipeline for the finished "quest" bundle and Anet can use community play testers to vet the submissions by assigning various ratings to the product. Things like novelty, lore value, play balance, quality, length, etc. I think this should be publically available meaning you goto lions arch or wherever and talk to an NPC that takes you to a prophecies testing district where u can form groups and test the submitted content. No drops or xp should be obtained otherwise this system will be abused. After the quest is complete you submit a survey rating the quest which would be visible to all in the district. This way higher quality quests will be reviewed and lower quality ones will be shunned. Once vetted then the best of them can be checked by Anet for any remaining issues and formally introduced into the guildwars servers as an available quest on whatever map it pertains too.

Guild Wars is not only not suitable for player created content, but actively tries to prevent any kind of it apearing in any shape or form.

There's various reasons for that, GW specific and general, including, but not limited to legal responsibility, protected and restricted IP and technology, as well as business model.

Uploading stuff to official servers however is a impossible. Even GMs aren't given the ability to spawn or modify stuff (for integrity reasons).
